The local district includes 15 villages and the town of Jelcz-Laskowice, which received its city charter quite recently, in 1987. The town is located some 25 kilometers southeast of Wrocław and a dozen or so kilometers north of Oława, a town along the A4 freeway.

The town of Jelcz-Laskowice has direct road and rail connections with Wrocław and is renowned for its Zakłady Samochodowe Jelcz SA, a truck and bus factory in operation since 1952. In 2001, a subzone of the Wałbrzych Special Economic Zone was created on the outskirts of Jelcz-Laskowice. To date, the zone has attracted investors such as Toyota Motor Industries Poland, Simoldes Plasticos, NTK Technical Ceramics, Italmetal, Accuromm Central Europe, Coinalde, Valcon Healthcare, Cri Val, EPP and Faurecia. There are plans to expand the zone.

In 2003 and 2004 the district received a Fair Play Certificate awarded to the country's most enterprising and investor-friendly municipalities. After this November's local government elections, Kazimierz Putyra became mayor of Jelcz-Laskowice. He has been in office since the start of December.
