Former Polish Prime Minister Tadeusz Mazowiecki, serving as the United Nations human rights commission's special envoy to the Balkans, accused all sides in the Yugoslavian conflict of "a massive and systematic violation of human rights and a serious infringement of international norms."
His report, submitted this week in Geneva, included recommendations for further United Nations action in the region.
The report says ethnic purges are being carried out in the former Yugoslavia, and none of the nationalities have been spared.
