Black clouds hang over Poland's justice department. At a meeting on September 18, President Lech Wałęsa expressed his dissatisfaction with the failure of Minister Zbigniew Dyka and his ministry to deliver on a promise to stamp out some major economic rackets. Last month Dyka announced that investigations into several economic crimes would be completed in September.
"I want to build a state governed by the rule of law, but what law allows some people to work hard and stay poor while others don't and have loads of money?" asked Wałęsa.
