President Lech Wałęsa has proposed a Charter of Rights and Freedoms which would protect citizens' rights and regulate relations between church and state. It would become part of the Polish Constitution in its new form.
The charter would guarantee citizens a greater say in guarding their rights which are, at the moment, subject to control by the Sejm and government. Aside from basic freedoms taken for granted in the civilized world, the charter would give Poles the right to know what the authorities are doing and the right to take them to court or the Constitutional Tribunal if they are breaking the law.
