Zbigniew Sieja, director of the Wrocław branch of the Military Property Agency (AMW), talks to Barbara Deręgowska.

What does the agency do?
The AMW is a government agency established by the Ministry of Defense in 1996. We mainly deal with selling and otherwise disposing of real estate and movable property that are no longer needed by the Ministry of Defense and the Ministry of Internal Affairs and Administration. As much as 93 percent of our revenue is earmarked for supplying the armed forces with equipment and materials. The proceeds generated by our agency are transferred to the Armed Forces Modernization Fund and the Public Security Modernization Fund.

Since it was launched, the AMW has allocated over zl.1.2 billion for this purpose.

At a recent press conference, you said that the agency was planning to sell the Kępa Mieszczańska property in Wrocław, which is the most expensive piece of real estate in Poland. Why is Kępa mieszczańska so attractive?
It is perhaps the only property of its kind in the city center. The property's chief asset is that it is located in Wrocław, close to the German and the Czech borders. Wrocław, the capital of the Lower Silesia region, lies only 170 kilometers from the geographical center of Europe.

As for the property itself, it is located in the most attractive part of the city center, on the island of Kępa Mieszczańska. The property occupies the northern part of the island, in an area nestling between the North Oder and the South Oder River, and it bounds Mieszczańska and Dmowskiego streets on the south. A walk from the property to the Market Square and the University of Wrocław takes about five minutes. Kępa Mieszczańska also has convenient transport connections with bridges and roads leading from the city in the direction of Poznań and Warsaw.

What does the site look like?
It is a built-up plot of over 12.5 hectares five meters above the level of the Oder River. The lot's perimeter is formed by a stony riverside covered by a regular belt of trees. The plot includes a large barracks-and-workshops complex. Its oldest buildings date back to the end of the 19th century.

When will the property be put up for sale?
We are planning to put it up for auction in December this year. We will provide extensive information about the bidding process in the media, including both newspapers and the internet. For promotional reasons, we have launched a special website at www.kepamieszczanska.com. We are also promoting the property at various forums and conferences, including the 2nd Polish-Ukrainian Forum, Wrocław Business Meetings, and the Economic and Political Forum in Krzyżowa in Lower Silesia province. This last event is well known not only in Poland but also abroad.
