Święta Katarzyna is a commune with some 14,000 residents, occupying 9,857 hectares of land near Wrocław. It comprises 24 towns and villages.

For several years the commune has ranked high on the lists of best Polish local government authorities (7th place in the 100 Golden Communes 2008, another certificate in the Fair Play Commune competition this year, the title of Business Friendly Local government). The commune makes excellent use of the conditions and assets at its disposal. These include location (close to a big city), transportation routes (national road no. 94, three rail lines), and a large amount of land for investment with ready infrastructure. Thanks to well thought-out strategic plans, new plants keep opening up in Święta Katarzyna commune (Hasco-Lek SA pharmaceutical company, TIM SA electrical engineering company, Parker Hannifin Sp. z o.o. hydraulic technology company), and hundreds of new houses and apartments are being built.

"The town of Siechnice is the main center of development of multifamily housing and industry," said Jerzy Fitek, commune administrator. "Over the next two-three years, the commune government will probably move there. The residents have supported this idea in consultations. Apart from the administrative building in the so-called new center of Siechnice, some 500-700 apartments will be constructed.

"Siechnice and the entire commune are usually linked mainly with the Czechnica Heat and Power Plant owned by Kogeneracja SA in Wrocław, and with the Siechnice Gardening company. Both plants are the commune's calling cards and display a positive approach to the environment. In addition, the heat and power plant uses energy generated from coal. Heat, a byproduct, is delivered to the majority of Siechnice through the heating network as well as to the PPO Siechnice gardening plant that as a result can produce potatoes, cucumbers and flowers all year.

"The Commune Zone of Economic Activity in Siechnice also benefits from the proximity of Kogeneracja SA. All the companies located in the zone use the electricity and heat provided by the heat and power plant."
