President Goes to EU Summit Again

President Lech Kaczyński will go to a European Union summit June 18-19, according to senior presidential aide Mariusz Handzlik.

In the wake of the row between Kaczyński and Prime Minister Donald Tusk over who has which powers in foreign policy, the Constitutional Court ruled in May that the president may decide to take part in an EU summit if he deems it necessary.

The court ruled, however, that it is the government that determines the standpoint presented at an EU summit by the prime minister.

In October 2008, Tusk and Kaczyński clashed over the composition of the Polish delegation to an EU meeting. The conflict was so heated that Kaczyński was refused a government plane by the prime minister's office and had to go to Brussels on a chartered plane.
