10 million euros to promote producer groups and cooperatives producing traditional, regional and organic food

Appreciating the significance of producers of high quality food, the EU realizes how costly such production is and so for several years, European food producer groups have been offered financial support for projects such as information and promotional campaigns. In this way the EU aims to stimulate the demand for produce and food covered by food quality systems. It helps producer groups formed by businesses that take part in such systems. The goal is also to increase consumers’ interest in food quality and the benefits of good food.

Funds available for Polish producers can only be spent on the promotion of food produced under food quality systems.

Who are the beneficiaries?
Businesses which operate in Poland, produce food under food quality systems (EU Regional and Traditional Products Certification System, Organic Agriculture, Integrated Production, Quality and Tradition) and are associated in producer groups. A producer group is defined as an organization with any form of legal status which associates producers of high-quality food.

Organizations which work under cooperative law (dairy cooperatives, district cooperatives, etc.) and produce food under food quality systems. This applies both to such organizations and their members.

What kind of projects of can obtain grants?
Grants are awarded to all kinds of projects carried out exclusively on the internal EU market (public relations, advertising, publications, training, seminars, participation in trade fairs and exhibitions, etc.) and undertaken either as one-off projects (e.g. the publication of a brochure) or coordinated campaigns lasting a maximum of two years (e.g. regular participation in fair trades, complete with advertisements in the printed press and on television and outdoor advertisements for the fairs), but no later than until June 30, 2015. Private brands cannot be promoted; the funds are designated to advertise specific features of products, their quality and other attributes. The grants are meant to raise consumers’ awareness of products, the production cycle, food quality inspection and quality standards.

Irrespective of the type of project, the funds are disbursed to beneficiaries as refunds totaling 70 percent of the eligible costs. No other kind of public funds can be awarded to such projects.

Applying for grants
Organizations and businesses that want to obtain funds for information and promotion campaigns for high-quality food should apply for financial support to the Agricultural Market Agency. Applications are accepted continually until they add up to a total of at least 110 percent of 10 million euros, the amount available from the Rural Development Program.

Preparing an application
All applications have to be submitted on forms available from the Agricultural Market Agency website at www.arr.gov.pl, in the section marked “Promocja Żywno¶ci - Promocja ze ¶rodków PROW 2007-2013.”
