Poland's western city of Wroclaw enjoyed a rating outlook upgrade to 'stable' from 'negative' with long-term foreign and local currency ratings at 'BBB+' by Fitch, which at the same time withdrew the city's ratings.

“The revision of the outlook reflects better than expected performance in 2012 and Fitch's expectation that the city's operating balance may continue to gradually improve in the medium term,” the agency said in a report.

The stable outlook reflects Fitch's expectations “that the local economy may remain wealthy and will support the expansion of the city's tax base, despite the slowdown of the national economy in 2013.”
