Krakow launches new PPP project

The Sports Infrastructure Management Board of Krakow conducts procedure to select a private-sector partner for the joint implementation of the project entitled "Sports and Leisure Centre at Eisenberg Street in Krakow." The plan covers design, construction, financing, as well as comprehensive management and maintenance of the facility to be built under the partnership being proposed.
The entities interested in this venture has to submit a request to be admitted to the procedure till October 14. Then the procedure provides for negotiations involving many variants and covering all aspects of the project. All applicants who submit a correctly completed application, along with the documents required for the course of proceedings, will be admitted to the negotiations. After the negotiations, which can take several months, candidates will be invited to submit tenders. The agreement will be concluded with the entity that has proposed the lowest bid. If all goes as expected, the private-sector partner will be selected later this year, but the agreement is planned to be made next year, and likewise respective permits and financing will be obtained next year. It was assumed that the construction process would last approximately 24-27 months after signing the agreement, and the lifespan of the facility subject to the concession would not exceed 30 years.
The main objective pursued by the public partner (Municipality of Krakow) through the implementation of this project is to restore once popular places of recreation (“Polfa” swimming pools, and later Sports and Recreation Centre “Krakowianka”) to be used by the population of Krakow. Currently, it is being considered the concept to establish a complex combining recreational functions referring to the tradition of the place (outdoor swimming pool with a wet play area, gym and entertainment room for children) with a complementary zone of spa and rehabilitation services, and optionally with hospitality facilities. However, the scope of the project will be defined through negotiations with the candidates and the final cost of the investment will depend on the results of these negotiations.
