Building to Suit in Bydgoszcz

The history of the Bydgoszcz Industrial and Technological Park (BPPT) began in 2004 when the Bydgoszcz Industry Park was established in the southeastern part of Bydgoszcz on a site that previously belonged to the Zachem Chemical Plant. The city of Bydgoszcz has since been the majority shareholder in the park, which in 2011 was renamed Bydgoszcz Industrial and Technological Park.

TheBydgoszcz Industrial and Technological Park in the city of Bydgoszcz in northern Poland is conveniently located in a major urban center with a large market and population, well-developed land and low service costs, according to the park’s CEO Andrzej Pógrabski.

The park occupies an area of almost 280 hectares just 5 kilometers from the center of Bydgoszcz. Nearby are the Bydgoszcz international airport and several major waterways and roads. The park is 46 km from the A1 freeway, which connects the Bydgoszcz area with the Tricity on the Baltic coast; 800 m from national road no. 10 (Warsaw-Szczecin); and 2 km from national road no. 5 (Gdańsk-Poznań). With such transportation links, the park aspires to become one of Poland’s prime industry hubs.

The park’s potential has been drawing a growing number of investors. Data from the first quarter of this year shows the park is home to 51 businesses and 71,000 square meters of space housed in state-of-the-art industrial facilities. Investment here totals zl.259 million. Companies active in the complex have 1,250 employees between them, which marks a significant increase from the 745 jobs in 2011.

The park offers support to enterprises willing to hire more people. In May, the park launched a project called “From Apprentice to Master: Internships and Traineeships to Get Your Career on Track.” The project is co-financed by the EU and will run until September 2015. It involves 150 paid traineeships and 50 additional internships in developing businesses in the mechanical, electronic, construction, metal and plastic sectors.

“The project is open to students from technical and vocational schools,” Półgrabski says. “They are tutored by master professionals and HR experts. Trainees are entitled to grants equivalent to the minimum wage. We are fully aware that the traineeships will help the young people find jobs with the companies.”

The BPPT has been largely unaffected by the economic crisis. New companies in the area keep expanding their operations and coverage. The park has 110 hectares of land available for sale and lease, 35 hectares of which has already been reserved and 7 ha is part of the Pomerania Special Economic Zone. Półgrabski says he expects another 300 people to find jobs with the local companies by the end of this year and two or three new businesses to move in. “Our primary role is to draw investors and foster enterprise,” Półgrabski says. “The park has room to expand. We neighbor the Zachem Chemical Plant, which has vast areas for development, and we are also next to the municipal water and sewage system operator (Miejskie Wodoci±gi i Kanalizacja w Bydgoszczy), which has around 100 hectares of land for development.”

The BPPT sells land to investors without time-consuming bidding procedures and Bydgoszcz City Hall issues building permits within just two to three months. The BPPT assists businesses in their contacts with the City Hall’s land surveying department as well as with the Municipal Road and Public Transportation Authority, the Employment Office, and trade organizations and associations.

“We have well-developed procedures to prepare land for sale and then sell it,” says Półgrabski. “We divide land to adjust the shape and size of properties to suit investor needs and we also handle build-to-suit projects.”

Using EU funds, the BPPT last year completed a project that involved the construction of state-of-the-art infrastructure, including new roads, sidewalks and bike lanes for businesses active within the park. Land available in the BPPT is provided with utilities including electricity, natural gas, heating, drinking water as well as water for industrial purposes, sewage and drain systems, IT connections, and a fiber-optic network.

As a specifically industrial area, the BPPT is especially suitable for companies dealing with electrical engineering and plastic and metal processing. As of late, the park also welcomes logistics companies operating in the food sector.
