Polish legislation creating a capacity market will return to Parliament for the October 10-12 sitting, a deputy Minister of Energy has said, suggesting that terms have been struck with Brussels for the law.
The first capacity auctions under the new law could be conducted autumn 2018, including an auction for 2021 delivery by October 2018, deputy minister Andrzej Piotrowski says.
The Polish government has to hurry with the legislation to ensure enactment before the EU's Winter Packet with its threat of CO2 caps as prior enactment of the local legislation would open the door for Poland to grandfather in existing rules and secure other exclusions, Piotrowski said.
