Poland's President Andrzej Duda faces low interest in his discussions on constitutional changes, signals from the president's chancellery suggest. Presidential officials complain about the lack of support from either the ruling party Law and Justice (PiS) or the public media.
The president could strike an alliance with local authorities, but local leaders expect Duda to veto or at least send to the constitutional tribunal a law on water tariffs that shift water pricing decisions from local authorities to a centralized regulator.
