Taxpayers' losses affected budget

Poland's budget could have lost at least PLN 2.8 billion in 2016 on account of "radical increase" in losses reported by as many as 147,000 of CIT payers to the total amount of PLN 55.4 billion, the calculations of the daily Rzeczpospolita show.
The Finance Ministry provides no clear answer to the phenomenon but suggests the taxpayers' losses could have been caused by an increase in labor costs or a rise in the number of start-ups but the data available somewhat contradict this explanation.
The companies tried to use the tax optimization tools before changes in the law curbing such practices took effect in July 2016, EY's tax expert Radoslaw Krupa speculates.
Another possible reason could be worse financial results of selected sectors, including construction, according to economist Jaroslaw Neneman.
